Read this bill but can't seem to find which Federal Agency want $13,000,000,000 of my money to fund something that should be handled by the individual states. If it is under the Federal Department of Education then the whole agency should be dismantled. Is it too much trouble to add all the zeros to money request? $13 billion doesn't seem quite as large at $13,000,000,000.
