Barbara Boxer seem to be as out of touch as Polosi. How can she possibly offer a bill that will add even another billion to our debt, when we are sinking into a grand morass?

Not only does this add to national debt it give American Indians no incentive to "acquire" what they need/want on their own volition just as so many social programs dampen individual initiative/spirit!
