With the start of the new 113th Congress, bills in the 112th Congress, have died, including this one.

Very soon, we will be mothballing bills from the 112th Congress like this one. That means an end to comments, voting, and wiki editing on these pages. To continue the discussion here, we recommend creating or joining a petition and inviting others to join you on it. Petitions don't expire at the end of a Congress.
