The Adoption and Safe Families Act of 1997 need’s to be stopped, not re-authorized. The incentive money is not being used as it was intended. It encourage's more children to be taken by DCYF.

Children are being taken from non-abusive homes, for money. DCYF does not care about the children.

When a parent is reported to DCYF, the child is immediately removed and placed in foster care. No services are offered before the child is taken and relatives are not given the option of taking the child. Incentive money should only be given for each family kept together.

"Hearsay" is not supposed to be admitted in a court of law, but it is. DCYF and the Court's are scamming our government, taking children away from falsely accused parent's, and then putting them up for adoption.The illegal taking of children need's to stop.

children are being removed under the cover of law to break down the families which this country was founded under. the foundation of this country as to commit more crimes against the people by the criminals who have formed no less than a vigilanty gang conspiring to remove our rights by distroying it's people in the family court system.

this is not too confusing for anyone with common sence to understand no matter what presumptions rumsfeld might have. we will not stand for anymore broken families or the children for whom the neo cons would like to have serve them and theirs. we will revolt before they are allowed to finish the agenda set by rothschild's tri-lateral or the G8 OWO!

I agree that this bill should be dis-continued. I will not support a bill that is destroying families because it allows DCFS to take children for profit. I know first hand, my children were promised to the Adoptive Foster Parent Family on the day that they were placed by the caseworker who bragged to Foster mother that out of all her cases only 2 were returned home. This was told to Foster mom before the caseworker even spoke or met with me. Thankfully through preserverance and getting my OWN lawyer, I was able (after 2 1/2 years) to have my children returned. But they tried like crazy to terminate my rights with their lies and manipulation even though I did everything demanded of me. They are sick, greedy, nasty horrible people these caseworkers for the state. How about cleaning your own house? There should be some safety measures being taken to assure they don't have the power to destroy our families.

The foster care incentive program has not only been robbing social security, but it is robbing families of the right to raise their children without government interference. Children are taken for no reason other than someone has called a hotline and said that the child was abused or neglected. They do not have to have any proof whatsoever. Corrupt judges rubber stamp everything DCFS recommends without giving parents any due process rights. If you fight them in court they will only hold your children for ransom longer as punishment for defying them. These rogue agencies and their psychologist cohorts are bilking the system for whatever they can get. They lie and distort the facts to get their way in court. Children are 5 to 7 times more likely to be raped, tortured, or killed on their watch. They are not protecting children, they are destroying them. Please put an end to this act and the destruction of the American family as we know it.

I couldn't agree with the above comments more! Just like the FLDS fiasco in TX, our children are being kidnapped with NO evidence, molested, mistreated and then sold to the highest bidder. Common pleas judges side with CPS& the Superior Court affirms the lower court because lower court actually "saw" the evidence. Meanwhile babies are still dumped in dumpsters because the word is getting out that CPS destroys families. These social workers & their lawyers are all criminals who need to be stopped ASAP!

To the well-meaning, this adoption bonus looks great - on paper. But in effect, our children are FOR SALE, and the more children that are SOLD into adoption, the more PROFIT child "protection" agencies reap. These are not nice agencies that care about children, as astonishing as this may sound to a disbelieving audience. We have created a multi-billion dollar network devoted to hacking families apart, harvesting children, for CASH. Careful what you offer money for. Money can change the dynamics in a very devastating way. Imagine your children taken away for money, forced into "therapy" designed to make them believe you abandoned them, that you never want to be with them again, then imagine your children adopted to another family to seal the deal. Think your children will ever love again??

I am opposed to the bill because Social Workers are using Emergency Removal Orders to remove children from non-abusive homes in several counties including mine. They and the whole family court network have found it easier to use this instead of investigating thereby supplying alot of people within their network with alot of jobs.

They have created their own legal black market for selling babies. And yet they come after us for abuse and neglect. When will they be investigated?

CPS took my 2 daughters from me without a warrant because of LIES and FALSE ALLEGATIONS. The financial incentives for shredding families, warehousing children until the barriers to adoption (parents) can be eliminated and children adopted out, are lucrative. CPS is part of a $14. billion dollar a year, tax payer fueled, child abuse industrial complex which provides jobs for caseworkers, judges, lawyers, bailiffs, court personnel, psychotherapists, foster homes, pharmaceutical vendors and a host of others. This is a HUGE growth industry that provides private profit through Medicaid. Families are ordered to engage in "services" with CPS contracted vendors, all of whom bill Medicaid at inflated rates for "services" that are inappropriate, unnecessary, onerous, and irrelevant to the families situation, or to child maltreatment. Dismembering families and creating artificial orphans by means of fraud and/or deceptive trade practices is NOT legitimate government business.

This bill is horrible. We are just giving these people more of an incentive to steal our children. I lost my rights on March 11, 2008. All three of my children are considered "special needs" (according to Michigan DHS)therefore DHS will make more money off of them. My family wasn't even considered when they took them away from me. This bill is only giving them a bigger head and once again proving to all of us how much power they have. If you believe in reunification and believe in the family bond you will vote this bill down!!!

What the average person doesn't realize, is not only are the parents effected, but all extended family are as well. A call to CPS can mean never seeing the child(ren) again for Grandparents too. The screening for Grandparents (if it is even allowed) is much stricter than foster families. In other words, complete strangers have more rights and fair examination than Grandparents. It is time to boycott CPS until this system changes. In Washington State, only one third of the removed children are placed with relatives. It is not because there is a relative shortage but because the state is corrupt and selling the children on the market.

Senate Bill 3038 needs to be killed. The current Child Protective System is broken. CPS operates in secret and there is no oversight or accountability. Our first-hand experience was as grandparents who were ready, willing and able to raise our three granddaughters. CPS had a different agenda and tried, unsuccessfully, to get us out of the way so they could adopt our three adorable granddaughters out to strangers. The children were 2, 3, and 4 at the time and highly adoptable. Fortunately, we had the perserverance to fight them and win. We raised our granddaughters for 8 years before the corrupt county and court returned them to their mother. The county again needed to get us out of the picture to prevent lawsuits on behalf of the children. The county knew we had 5 affidavits and the social worker's own notes proving the social worker lied to the court. A complete overhaul putting oversight and accountability into the system is needed.

To learn what is happening, you need to research into history and you will find that about 100 years ago, the Orphan Trains existed, which started on a good idea, but later transpired into legalized kidnapping. If you have done enough research and even applied to adopt (on the sly), you will find that after one year, the foster parents have more rights than the actual parents. Also, adoptions are not final untill after one complete year of the time the child is adopted. It's all about the money folks. They will make up every excuse as to why the family cannot have the child if the parents are unable to care for the child.

You all are living under a rock if you think the modest incentives provided to foster and adoptive families even cover the costs of raising kids, let alone allow people to make a profit from caring for them.

Kids are taken from abusive or neglectful parents when they are in IMMEDIATE MORTAL DANGER. Not at the whim of some police officer or social worker.

If there was a profit to be made from foster kids there would not be 127,000 in the system waiting for adoption. Maybe instead of spreading lies about this bill you should take one of those kids into your home, or work to address the underlying problems of poverty, mental illness and drug addiction in this country.

We know the adoption incentive doesn't cover the cost of raising kids, but it is still WAY more money than was spent to keep our kids out of foster care.

There is not space here to explain to you everything that is wrong with this system, but please don't call us liars. We've already had big steaming piles of lies used to take our children away, and we want to fix the system. This bill just adds insult to injury.

I was told by my caseworker that CPS got a "high" off of removing my children. If they don't like you you are doomed. If you have a history of mental illness, i.e. depression then you are a big target. Even though the "care of the children was never an issue" they still want to take my children. Especially if the kids are adoptable. If you are ever named in a report you will be a target for the rest of your childrens' childhood until they are of age, no matter what. Even if you don't beat or neglect your children. I have lived this since my mother went to social services in the hospital 13-1/2 years ago and told them she is "concerned" about the baby's well being. That just started the ball rolling. Even after that report was unfounded it still made me a target for whenever and whatever.

I want to move to Canada. Maybe I will, if it is any better there.

CPS has to be stopped. They don't care about the children, not one bit.

Have you read the laws? Just what section do you object to? It couldn't be..."SEC. 401. PRESERVATION OF REASONABLE PARENTING.

Nothing in this Act is intended to disrupt the family unnecessarily or to intrude inappropriately into family life, to prohibit the use of reasonable methods of parental discipline, or to prescribe a particular method of parenting."

Money is evil...Remove it and stop DHS. Are you kidding? The problem is "The incentive money is not being used as it was intended." Abolishing this law won't change that.

Anyone dealing with DHS knows it is their unrestrained power that is the problem! There are rules and laws to protect parents and families.

Did they follow the rules when they took your children? They didn't when they took ours!

Give parents a legal right to request a lie detector test be given before removal of a child from their home and to a trial by jury!

This would put a stop to the majority of unfair removals!

When CAPTA was designed, there was a fatal flaw that was inculcated into ASFA. I speak of the lack of checks and balances. There is no transparency nor accountability. When a social system has a zero error rating in decisions to remove and/or terminate parental rights, a red flag should immediately be raised. All actions dealing with abuse and neglect should be strictly under the jurisdiction of law enforcement. There needs to be implemented a grievance process and database of such. There needs to be sanctions, fines, and contractual debarment for the child placing agencies that violate material provisions of law and policy.

This peculiar institution of foster care has demonstrated itself to be dysfunctional as the failure to provide for the necessary needs of the child is considered abuse and neglect.

Poverty is not a crime yet it has been codified to be under the current language. The time has come to hold child welfare agencies to the same standards parents are held.

After doing research Ive learned that this is a bussiness. I want to care4 my nieces and these voulchers are ptting obstacles "I ask WHy" Because they will mss out oon the bonuses DPS has an Adoption Agency which are the same thing except they try to confuse you they are in the same building they just operate with different guidelines At this point my sister is in the process where DPS filed a petition to cancel Family Unity Services that means your children are going to a vendor that is social services/adoption agency the Family Unity is 4 18 months The judge will terminate your family unity.INVOLUNTARILY OR VOLUNTARILY Please object to this Because the worst is here to come .The caretaker of your children are in a permanency plan and will not tell u. Then comes the Finalization court to remove you Parental rights. The court will make a desition issued an Order to Adopt if granted the parents will get new certificate.I object to this bill no more communism ideas

This bill will do absolutely nothing for the people in my state. Washington hates guardianships and hates extended families. This is revealed in the fact that 22,000 children were removed, 65% of which was unsubstantiated. To make themselves look good, they take their statistics from what is left, that is 35% who end up in dependency long term The unsubstantiated may also be in foster care for months at a time before release. This means out of the 35% they take their statistics from, 1/3 actually end up in family care. The rest are screened out. So, Grassley, what are you hoping to accomplish?

Not only are extended family denied placement regularly, they are usually denied visitation. This system creates far more victims then it saves. A call to CPS means everybody loses except the child abductors.

I am going to organize a march. Here is the problem though.....I have studied the Federal Reserve and have discovered that they are in control of the Social Security that is being used to fund adoptions. Also, Congress is now in child trafficking world wide using Social Security to do so. Two countries refuse to send children here because of the lack of ethics. It is a racket - parents, extended family, foster parents etc are all caught in this huge web of deception and marketing of children. I am thinking that a march on the federal reserve banks would produce better results because they are the ones in charge of all this. Also, I am going to study their liability with the American people. There are twelve banks spread around the United States. People may find it easier to march where it is closer to home.

Each year hundreds of children in the foster care system age out without a family. The vast majority of these children were placed in foster care because their homes were abusive or neglectful. It is VERY unfortunate that some children are taken without just cause. But wouldn't you rather some children be removed from non abusive situations, as a precaution, than to leave helpless children in abusive homes? We have to err on the side of the safety and well-being of the child. While no government funding is ever used exactly as we (the people) intend it to be, the purpose of this funding is to encourage the adoption of children from the foster care system. There is no shortage of children, with or without the bill. I reiterate, thousands age out of the system each year. There is, however, a shortage of people who are willing, or able, to adopt these kids. The adoption incentive allows some families who want to adopt, but would otherwise not be able to afford it, to do so.

We have to get this on the news , just like we did before . Bombarde John Langler at KXLY in Spokane . He sees what this system is doing to our children and grandchildren and he feels for all of us . HE is a good young man , he sees all ends of this being a newsman . HE sees the horror stories all over this state and I feel that if you can reach him and let him know, he told me he is getting a big story going . He needs all you guys have out there . HE will expose them and this will be a Huge Success with him on our side . Our success began with first a gutsy politian and prosecutor and now the amount of people speaking out is overwhelmeng .. Prayer is also such a huge help for all of us . It keeps us strong and gives us the courage to fight against these horrible people who are trying to intimidate families from fighting for their children . Any one given the power to remove and make decisions regarding removal of children from their families should have to go through the same examinations, including psychological as a Law Enforcement Officer . Power in the wrong hands is very dangerous - that is what has caused this disaster of unnecessary child removal to happen.Social workers are not qualified to make these choices, yet every day they do . They pay social workers and their supervisor's high salaries and they need to demand higher standards of people in positions who are affecting the lives of children . When people dislike someone they can make one phone call and the parents are considered guilty and often the social workers purger themselves before the court . Unless the parent or grandparent can afford an attorney ( and are lucky enough to buy a good one )they most likely will lose in court . And lose their child .People want to adopt smart good looking children,social workers want money .Pray and vote wisely.

Folks, the legislation that you speak of became when the President signed H.R. 6893 Tuesday afternoon. The legsilation will allow tens of thousands of children to remain in kinship/guardianship families, continue to recieve supports up to their 21st birthday, cordinates the health and educational services for foster children, and strenghtens the adoption incentives program.

I have too had my daughter taken from me when when she was only 2 1/2 years old.

It makes me sick to see the government making money off our children every second of the day.

In California, the money that the state gets here is $30,000, and $5,000 federal bonus.

Too many children are torn apart from the horrifying laws that legislation passes in this country.

I'm doing a policy paper for my High School government class and I am writing it over adoption and more importantly this Bill.

At first, I was looking at it as a good thing but this sight has opened my eyes to its major flaws. I was looking at as incentives to adopt the children already in the foster care program, but what they are doing is terrible. I didn't think to look what happens before the children are in the program. I think the idea of the program is in good thought, but the people running it, ruin it. There are some cases where the children really do need to be taken out of the home, but for CPS to take the children out of the home for no reason jut to make the state money is horrific. I'm very sorry to hear that some of you had your children taken from you, it hurts me, it really does.

I've gained a passion for this and I'm ready to do something, I'm doing my research.
