It seems to be the same as 3548 except for 2 paragraphs at the end about Compliance and Fraud. It starts a little ways down the page.

I don't really understand it but it has something to do with the Social Security Act and doesn't go into effect until 6 months after the bill is enacted.

(logged in user) September 24, 2009, 4:10pm (report abuse)ohno, this is the part that is in 1699 but not in 3548 - COMPLIANCE TRANSITION PERIOD.--If the Secretary of Health and Human Services determines that State legislation (other than legislation appropriating funds) is required in order for a State plan under part D of title IV of the Social Security Act to meet the additional requirements imposed by the amendment made by subsection (a), the plan shall not be regarded as failing to meet such requirements before the first day of the second calendar quarter beginning after the close of the first regular session of the State legislature that begins after the effective date of such amendment. If the State has a 2-year legislative session, each year of the session is deemed to be a separate regular session of the State legislature.
Maybe someone who understands legalese can explain it.

I have been without a check for 2 weeks now, I have sold all I can sell, borrowed all I can borrow. When my land lord asks where the rent is I will tell him that Health Care Reform is too important,,,,, I maybe homeless but at least Ill be able to get an asprin.....HELP US!!! NOW!!!!

They can take there time cause they have jobs and income. This should go into effect tomorrow as far as I'm concerned. I don't need health care, I need money to survive.

September 28, 2009, 5:40pm (report abuse)Please pass unemployment extension asap. We need to keep the pressure on by calling the Senate and logging in to sites like open congress, washington week, govit etc. Hopefully, the negotiations to include states like minnosota will not stall passage.
I think the senate should consider after passage of 13 weeks adding another 7 weeks making this 20 weeks. This would give people time to look for jobs in jan/feb when there are jobs available, nov/dec their are no new jobs listed in most fields.
Please pass the 13 weeks extenstion asap...

We don't know whether to contact senate offices and the media people regarding 3548, 1699, or whatever bill # they come up with next..somestates, all states...eeny meeny miny moe...this is kiliing the bill's momentum and this appears to lesson our desperation.
The outcry from when we were pushing it through the House has died down. We are losing steam, and that's why it has been so easy for the Senate to put this on the backburner for a week or two...

It is shocking and appalling that the US Government, namely the United States
Senate, has chosen to ignore and delay an extension for hundreds of thousands of Americans who do to no fault of their own, have run out of Unemployment Insurance Benefits, and now face poverty and homelessness.
The House passed bill HR 3548 very quickly in an effort to get relief to those in hardest hit states the relief they so desperately need. Now congress sits on the bill and puts healthcare (long-term well-being) in front of people's immediate well-being and survival until companies begin hiring again and the unemployment rate drops.

Is that what the United States has become? Do we turn our back on our own, while financial aide pours out in the billions to other countries on a weekly basis? Are we that blind that we do not tend to our own citizen's cries for help, but to save world face, help non-Americans?!
Please do your part to spread this message and implore our congress to help pass the Unemployment Extension Bill as quickly as possible, your neighbor may be homeless soon, and count your blessings, because it could be you!

My question is whether or not this is the standard procedure to change Bill number? I thought that maybe congress was looking at 3404 that would cover more ground and keep thme for having to look at this thing again in 13 weeks (Redundant) Plus people will feel better about the economy and stress levels will be down and people can look for viabl e work, retrain and this country can begin to HEAL. Oh and you all talk so filthy it makes me think that some of you are too busy ____ TO BE LOOKING FOR WORK.

I even tried to start a small family daycare but cannot get anybody because they are not working. I hope they extend unemployment but I am hoping they come up with a plan to create more jobs. It is pretty bad when you go online to look for jobs and find only a handful.

If they were as hungry as I am, I bet they would actually move on this. I cant wait any longer, my benefits ran out the first week of july.
When it comes time for the congressional elections you can be sure that I wont be voting for the incumbant.

The President can sign it over the wknd. Most states are already getting ready for another ext just waiting on approvals. letters can go out next week and by the middle of Oct everyone should be collecting again. Just have faith people.

(logged in user) September 29, 2009, 8:33pm (report abuse)Actually, after the Senate votes on S.1699 -- before it goes to the President -- the bill goes to the Conference Committee, where members from the Senate and the House resolve any differences between what the House passed (HR 3548) and what the Senate finally passes (S.1699 may still be amended by the Senate before a vote). Then it goes to the President.

That it starts from scratch and goes for 13 weeks from the date the state initiates it. In other words, we're not getting compensated for all of the weeks we've been waiting. If this passes "as is." we're pretty much screwed!

While we fall on deaths ears. Thank god I was able to make this months rent. Next month dose not look good. I pay $1200 and just barely making it with two boys . While the Senator can go home and sleep at night. I have to lay awake wondering how in the hell am I going to pay next month rent. For every Job opening there are 6 people compeat for the same job. I have worked two jobs most of my life just so I would not have to ask for aid. So depressing, but you have to do what you gotta do. If the Senators family was eating cereal three times a day you bet they they would't be dragging their heels passing an extension.

Please senate pass this bill NOW. People are getting deeper in debt and may never recover if we continue to let benefits expire with out an extension. Crime has increased becasue people are trying to feed thier families. There are more then 100 cases in my county alone of burglaries, shoplifting etc. It's a chain reaction, people are getting desperate. Support the US and stop sending money to other countries.

My name is Ron Fiat & I also just called the Committee on Finance expressing the urgency of getting H.R.3548 enacted & working on H.R.3404. I reside in upstate NY and have been unemployed since 10/08 after six years with Ricoh Americas Corporation as their Senior Lease Administrator. I am married with a 13 year old son. I have a Master of Public Administration degree and 18 years of credit, financial services and customer service experience and can't obtain unemployment. It's scary.
It is our right as Americans to obtain unemployment funds. We shouldn't have to beg for them! If our tax dollars can bail out corporate America, why can’t hardworking Americans who lost their jobs with no fault of their own get financial help easily? There is something fundamentally wrong with our American system. It is time for a major overhaul.

By the time this is passed I will be out of benefits again. My husband is unemployed too. His will only cover rent. Heat, electric and food are a luxury. I have a bachelors degree and can't even get a minimum wage job. What next? I want health care, but it can wait. I need to eat.

September 30, 2009, 3:21pm (report abuse)My unemplyment ran out so I started school at night to start collecting my GI BILL..The payments (Since Aug. 1) are "back logged"..My financial aid file isn't complete because I am a "Federal Verification"..so I cannot apply for a student loan. I I spent 6 months in Iraq as a first time mom with a 6 week old baby at home for this? Oh did I mention the year I worked pounding the pavement door to door for Obama and the "grassroots" non profit I started in Pensacola, FL?
To whoever made the "Drama Queen" comment, I'll let you call me whatever you want if you will drop off some milk and bread for my 3 year old and 1 year old..it's getting tough on one ACTIVE DUTY salary that pays rent and electricity...

I have also heard from a reliable source that they are trying to extend from 13 weeks to around 17 before it goes to the floor. I thought previously that this would send it back to the House but I was assured by the Aide that told me that it would not slow it up or send it back to the House.
Once again, I want to let all of you know that there is a lot of information on HR3548 blog on this website and encourage you to read more there and perhaps share it here. I dont really see any names on here that I have been working with since the beginning of HR3548, so maybe you might want to work together with us to get it done. I do have lists that I posted for contacts that I would post if you would like, whatever I can do to help, I just dont think I can do both of these blogs at once.

Yes, it does say that it is for Healthcare reform, but the healthcare reform bill is no where near ready for a vote, out bill will be passed by then and checks will be in the mail..
That said, it is important ot remember that this bill is for states with 8.5% and above, once this goes through there is still the bigger issue of all states and extensions and we will need to work just as hard for those bills too.
Yesterday I had a conversation with a Senate office person..sorry, I dont quote them or I will never get help again from them...I was told to pass this info along...make the calls to the Senators and ask them to CoSponsor S1699. Use the bill number and title when you reference the bill and that we should contact both Leadership offices, Senator Harry Reid, Majority Leader and Senator Mitch McConnell Minority Leader.
Also, contact all Senators who are in states that wont get these benefits and ask them to get behind it too. I will posts the lists

Beaufort, Bertie, Carteret, Craven, Duplin, Edgecombe, Lenoir, Greene, Onslow, Pamlico & Pitt County.
That might be interested in being interviewed to help get more people out in front of the public to help gather more support?
I am not a reporter, but I have been talking with one from NC who would be interested in doing an interview, and if we can find someone there to interview he will also take emails from others all over telling their stories to help get it out there...
