Department of Veterans Affairs Hospital Quality Report Card Act of 2009 - Directs the Secretary of Veterans Affairs to establish and implement a Hospital Quality Report Card Initiative to report on health care quality in Department of Veterans Affairs (VA) medical centers. Requires the Secretary, at least semiannually, to make available to the public and to submit to the congressional Veterans' Committees reports on the quality of each VA medical center.
