S. 1174 would amend the Public Health Service Act and the Social Security Act to increase the number of primary care physicians and primary care providers and to improve patient access to primary care services, and for other services.

No effective solutions or real innovation here. The same old solutions to increasing the number of primary care providers (e.g. scholarships, educational programs, etc) are proposed. These have failed resoundingly for 35 years. The only hints at potentially improving the way primary care is delivered, reimbursed and made affordable are requests for "studies" by HHS. This bill is a waste of time.
