H.R. 3569 would provide a sunset date for all presidentially appointed czars, to require Senate confirmation of those positions, and to provide that appropriated funds may not be used to pay for any salaries and expenses associated with those positions.

Excellent start, but Section 2, (1)(A) (other than on an interim basis) wording needs to be deleted.
Our Constitution doesn't call for Czars or Special Advisors. Rather we have Cabinet heads whose job it is to advise the President.
