March 8, 2009, 10:36am (report abuse)The problem is the US Canada border. Most tribes traveled the North down to States like Arizona. The reserve is not a concept for these, they traveled constantly. It is how they get money from the government by going to live where they are told and avoid integrating with the non reserved governments and people.
