H.R. 2740 would amend the Individuals with Disabilities Education Act to permit a prevailing party in an action or proceeding brought to enforce the Act to be awarded expert witness fees and certain other expenses.

A large percentage of parents with disabled children make less than $50,000 a year. The IDEA laws are written in such a manner that it is the parents responsibility to proof that their child is not getting the appropriate help in school. The school systems are not functioning with a mentality of insuring that each child recieve individual support, while the tax payers money is at the disposal to enforce their position. Unfortunately a majority of the time the decisions the school systems make is about convenience rather than what is best for the child. If a child does not fit into the "norm" then they are forced to function within the boiler plate guidelines established for special needs kids. You may be assured that this rarely supports the needs of the child. I encourage everyone to support a level playing field for all involved in the education of our children.

As a parent of a child with a disability, I feel that it is unfair to place the burden of more expense on my shoulders. Schools are NOT doing a good job of educating children w/ disabilities, expectations are low, resources are few. If schools were held to higher expectations and more responsibility for the outcome, then they would do a better job of EDUCATING our children and not just serving as a glorified baby sitter for 12 years. They are legally bound to provide a FREE Appropriate Public Education...let's make them do it!
