Detailed Summary
Medicare Diabetes Self-Management Training Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for the recognition of state- licensed or registered health care professionals who are certified diabetes educators as Medicare providers of diabetes outpatient self-management training services.
Directs the Comptroller General to study and report to Congress on the barriers that exist for Medicare beneficiaries with diabetes in accessing diabetes self-management training services under the Medicare program.
Directs the Director of the Agency for Health Care Research and Quality to develop a series of recommendations on effective outreach methods to educate primary care physicians and the public about the benefits of diabetes self-management training.

-The leading cause of blindness in adults
-The leading cause of kidney failure
-The cause of 60% of non-traumatic lower limb amputations
-The cause of 5-10% of birth defects and 15-20% of spontaneous abortions in pregnant women
-The cause of the majority of deaths due to heart failure and stroke
-A leading cause of nerve damage
Patients supported by diabetes educators gain the skills and knowledge needed to prevent these complications and in turn significantly reduce overall health costs.
By supporting this bill you are helping to promote Medicare access to quality diabetes education and training by Certified Diabetes Educators. Help the almost 24 million Americans who have diabetes, and the 54 million Americans who are at serious risk of diabetes gain access to the valuable education and self management tools they need to manage their disease and its complications.

September 24, 2009, 11:42am (report abuse)I have been a diabetes educator for 2 years. The certification organization has made it impossible for public health nurses to acquire their CDE. For those of us in public heatlh, teaching DSMT, it is impossible to rely on our clientele to arrive reliably for appointments. To even sit for the exam, 400 of 1000 educating hours must be accrued within the last year before taking the test. We are lucky to get 8 hours a week, but we do classes and reach up to 30 people at one time. This counts for 8 total hours, even though we influence so many people. The certification requirements are not logical nor reasonable. If it will require a CDE to be reimbursed for DSMT, I cannot support this resolution.
