June 30, 2009, 1:33pm (report abuse)There is no loophole. ATF requires that all transactions be called in at the time of purchase for clearance AND that if the state has a "waiting Period" that the gun be held by a local FFL dealer until it has passed before the weapon can be picked up.
Obviously, the people that write these stupid bills don't even bother to go to gun shows.
