Detailed Summary
Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security, in carrying out the State Criminal Alien Assistance Program (SCAAP), to give priority to compensating states and state political subdivisions: (1) located on the U.S. border with Canada or Mexico; or (2) having one of the fifth largest populations of unauthorized aliens.
Authorizes appropriations for SCAAP through FY2014.
