If Obama signs this, he will break his promise to negotiate with Iran.

Section 602 (a) (3)

It shall be the policy of the United States to-- refrain from directly engaging with any person, agent, instrumentality, or official of, is affiliated with, or is serving as a representative of the Government of Iran until Iran verifiably dismantles otherwise ceases its programs conducive to producing chemical weapons.
