This would appear to be a duplication of services already available through existing agencies, most notably the National Guard and the US Coast Guard. Why exactly would this be needed?

It is not a duplication, None of the services do 90% of the Aircraft serches in the United States. Civil Air Patrol flys at $150.00/hr and is being pushed out of the way by the US Military using $5,000 per hour helicopters and UAVs that are not providing better service. Do we have money to burn NO

The Civil Air Patrol has abudget of 15 million for search and Rescue. The Air Force spends 13 million for 1 Helicopter. Civil Air Patrol has 350 Aircraft spread in 50 states for disaster response.

The Civil Air Patrol is by far the best "bang for the buck" when it comes to search & rescue, aerial reconnaisance, disaster assistant, and more. When you take into account CAPs output vs. cost, you will not find any other federal charter as efficient and cost productive.
