There are thousands of new foreign graduates from US qualified Nursing programs every year holding RN licenses, but cannot legally work after OPT expired due to such backlog. They will have to leave US if there is no available visa number even they graduated from US nursing schools, passed all the exams, held valid RN licenses and obtained one year OPT experience in US hospitals.
This bill will help them working in the US.

It is time for a bill like this to be passed by the government. This country is in dire straits due to the huge shortage of nurses. The nurse to patient ratio in many hospitals is 1:6 and this is very unsafe for patients. We need more nurses and we should all support this bill together.

I know how this bill will work, first they will discuss about it and there are the lobby groups then because of corrupt thinking and obsolete rationale, this bill will just go down the drain with out a hitch. It is a good bill. The important argument to support that is it is not taking away any job opportunities from Americans. Even after governments pro-nursing movements, there is a huge shortage for qualified registered nurses. Many reports shows that this shortage is going to increase in the future leading to a health care disaster in the well established US health system. But like the majority of the readers, I do believe this bill will fail. Just because no politicians care about the welfare of the citizens who elected them. Politicians need them only during the election times, when they want to inaugurate a something, or when ever they address a meeting! Shame for the democracy.

One of the specifics of HR 5924 is to provide grants to address the education needs for American nurses.

Should that actually work, I imagine no immigration would be required.

Finally, do we dispute the determination published by Heritage Foundation, Wall Street Journal and elsewhere that the nursing shortage will cost lives?

I graduated in Jan '08 with an AAS degree in nursing and passed the NCLEX. I am licenced and Registered to practice as a RN but unable to do so because of the unavailablity of visas for nurses. It is unbelieveable that this country is facing drastic nursing shortages when the answer to the problem is to simply allow the hundreds or even thousands of qualified RNs to adjust our status so we can serve the country we have come to love. I hope that our reps in Washington will see the obvious benefit of H.R. 5924 and vote for the speedy passage of this bill

Please pass the bill! It is ridiculous that many illegal immigrants without any skills and no education can get work permits through whatever the methods. We, the RNs, who either complete years professional education and training in the States or in other countries, passed the NCLEX and many other evaluations, but we could not work as a nurse in the states.
We are young, educated, skilled, and we are well prepared to provide good care to the people in needs.

I don't know what are the reasons for not giving working permits to foreign trained RNs.

Is the shortage of nurses the real problem in the States or is just what the nursing schools used to get funding from the Federal government or is just what the American nurses associations used to attract more ettentions from the government?
Are they thingking if the shortage continues, then the American nurses can get higher salary and better benefits, and then more young people will be attracted to be a nurse, then the shortage will be relieved?

I am an international who graduated from a US nursing school and passed the NClex 2 months later. I think the US should try to retain their nurses especially when they have been educated in us schools. The shortage is worldwide and many nurses in my situation are now thinking about moving to europe or canada or england. The USA need to retain their nurses, that's why we need to pass this bill!!! it's a must for the health and safety of the people, of your families and loved ones.

Im a filipino nurse waiting for my chance for interview to get visa for me and my wife to work as nurses in u.s. I think it is only fair with the amount of effort and money we put in to practice our profession in the u.s. because if a lot of anti immigrants say we dont deserve to work in your country then they should stop making money out of people like me paying for nclex/cgfns exams and visa fees..besides we we get a job in us we pay taxes as well....fair enough illegal aliens dont deserve amnesty but we are trying to get to u.s. legally certainly is a different thing.....

Lots of comments to pass this bill but little concern why American Nurses are leaving the work force. Just like lots of other jobs, we are truly not paid what we are worth and the facilities try to cut corners and have us work more with less resources. We need a bill that will increase the pay for nurses, give nurses more rights in the profession,and to increase funding for nursing schools. The solution is not to go outside of the U.S but to correct the problem that exist here. I am a nurse and I see what most of you don't see. Those who are for this bill are truly in the dark about what is going on in the hospitals. Nurses are willing to come back and come into the profession but legislature need to fix what is broken. This bill is yet another band aid over issues.

As a nurse, I understand the shortages we have in our profession and the reasons we have them. Retention of domestic and foreign nurses is the real problem that needs to be addressed. Importing more nurses from overseas is not going to fix the problem unless we can find ways to retain them and our own domestic nurses. Also, see Sen. Excellent bill, with short term relief for nursing shortage as well as funding and scholarships to promote nursing profession to eradicate shoratge of nurses in the long run. I hope the bill is voted on its merit and not shot down because of other unrelated political interests.

I'm a foreign born nurse trained and educated in the United States. I even worked as a RN for a year under OPT. I'm not allowed to work any more because of the lack of visas. What people need to understand is that the nursing shortage is very real and so extensive that it can not be filled by just increasing the number of people enrolling in nursing programs. Allowing foreign nurses to work here does not take away jobs from the US citizens as the shortage exists purely because there aren't enough US nurses available. Another point is that the nursing shortage is going to be a worldwide phenomenon in the next decade. If US doesn't take steps to bring in foreign nurses now, other countries will and US will lose out. We (foreign nurses) would like to work here cause we were educated here but at the same time, we do have a marketable profession that we can practice anywhere in the world.

Please pass this bill and help the ultimate recipients - the patients.

The shortage of nurses continue to put strain on the nurse to patient ratio resulting in undue pressure on nurses to take on more patients than is safe; this ends up affecting the quality of care delivered and ultimately patient outcome

As a nurse, I understand there is a nursing shortage but our energy would be better spent on trying to retain the nurses that we have. Also make available more nursing programs that will allow the current LPNs and paramedics to attend school to become RNs while being able to work full-time. The nursing education system in the United States needs to be totally revamped. There lies the problem in it's entirety. If an effort is made to recruit and license more U.S citizens and offer an incentive to become a nurse and remain a nurse, there is no need to look beyond the borders of the U.S. We have well capable people that are enrolled in schools like Excelsior College to become RNs; however, the legislation of several states have voted to not allow licensure of Excelsior graduates. This makes no sense at all.

I agree with Tina. As an LPN enrolled in the Excelsior College program, I am finding that more and more states will not license its graduates. This is ridiculous. Excelsior has an award winning program. License foreign nurses after you take care of your hardworking nurses at home.

A new law in GA house bill 1041 makes all nurses who trained and graduated in third world countries ineligable for an RN license.

Many nursing schools here in US cause the shortage themselves by making it nearly impossible to stay in the program. No disrespect to foreign nurses, but outsourcing U.S. nursing jobs is NOT the answer. I have been an LPN for 19 years. I have been pursuing my associate RN degree through the WELL KNOWN, AWARD WINNING AND NLN ACCREDITED distance learning RN bridge program at Excelsior College, a college that has graduated over 36,000 RN's over 25 years. Individual State Boards of Nursing are quietly creating legislation that prevents Excelsior College Associate RN grads from EVER OBTAINING RN LICENSURE in their states and the GOVERNORS of those states are SIGNING THESE INTO LAWS. If Congress is looking to RECTIFY the nursing shortage, perhaps they should START BY addressing the NCSBN and individual states Board of Nursing, who are EFFECTIVELY ADDING TO THE NURSING SHORTAGE CRISIS by passing these FACTUALLY UNFOUNDED LEGISLATIONS! Come on Congress... I EMPLORE YOU TO LOOK INTO THIS ISSUE!

NO to H.R. 5924! You're Kidding, Right? I am utterly floored! DUMB IDEA! I am really impressed that the Federal Gov. can see the tremendous need for nurses and REALLY DISGUSTED that the Great State of Georgia and the Board of Nursing is completely blind to the issue. I am a GA LPN who is working on my RN through Excelsior College's bridge program and the state I was born and reared in has taken steps to make sure that I will NEVER be an RN in Georgia with an Excelsior education. The Ga BON actually suggested I move!!!!!!!!!!!!!! So, by all means PLEASE make sure we ship nurses in from around the world to fill the vast need before we allow the 1,100 affected students in GA to become Registered Nurses! Lets be sure to solve the world's problems before we do what is right by our LEGAL US CITIZENS! They probably will be allowed to work in GA and will not have to speak english, so maybe we should just start handing out pocket translators and I can get on FEDERAL ASSISTANCE!

Safe, quality care is at risk. I have worked with some foreign nurses that came during the last shortage that have not been quality practitioners by any standard. I have been an RN for 16 years and currently attend Excelsior College pursuing an advanced nursing degree. There are many LPN students there who are pursuing their RN degrees through distance learning. These students have anywhere from a few years to 30 years or more experience. For most of them, this is the only way they can attend school while working full time as nurses and tending to family and they have put out a lot of their hard earned money and time pursuing their studies. Now, they are being told by many of the state Boards of Nursing that they will not be allowed to get licensed. They have more quality experience than foreign nurses and need to be allowed to practice. Distance programs can put out large amounts of quality nurses, too.

Please read the whole Bill first before making any comments. Some of you are just making comments base on the working title of the Bill.

Roughly 2/3 of the bill is actually for improving work conditions, retainment of US nurses and giving grants to colleges and universities and to increase the pay for educators so that so that their would be more faculty. US Citizens won't get turned down when applying for a nursing course. The grant money that will be generated might also be enough to even pay for tuition or at least subsidize majority of it for students.

Also, for those who are unaware. Those who come in legally are required to pass English Exams, the NCLEX and other certifications first before they come in.

The bill is also capped for just 3 years and will only give a limited amount of visas per year. It's not opening the flood gates as some of you are thinking. It might not even make a dent on any shortage.

If you guys just read the whole bill first and not conclude anything just base on the working title you will understand why some people thinks it's a win-win situation.

The visa numbers mentioned there is only good for 3 years and it won't even be significant enough to threaten anything. If you ask me, US nurses and faculty actually gets more of out of this bill than foreign nurses does. If you read the whole bill, you'll understand.

Been reading comments about a certain nursing program.

If it's not being accepted by diff. Boards and on several States then there is something wrong with it.

It has nothing to do with this bill or to foreign nurses.

Foreign-educated nurses submit their transcripts for evaluation as well to the Boards. Some gets denied, some accepted.

Some foreign nationals also study being nurses in US programs and their transcripts gets approved by diff. Boards.

That just fortifies that something is wrong with the program from that school everyone is mentioning about, so do not blame it on this bill or to foreign nurses or to the diff. boards that are not accepting it.

This is just another way for companies to outsource our JOBS to foreign nurses. There are many nurses here whom have been LPN's and have furthered their education with Excelsior College to become Registered Nurses in some states and not be allowed to practice in others. It is preposterous! As an Army trained LPN, I was already trained to do everything a Registered Nurse did, however I needed the additional title in the civilian sector and now instead of allowing US citizen nurses to get jobs in different states whom have furthered their education with Excelsior College, we are getting shut out by different states. I guess I am a good enough nurse to save soldiers lives, but not good enough to practice in California! That really send a good message!

First of all it is not outsourcing as jobs remain in the country, the bill actually limits the number of foreign nurses to 20,000 a year and that too for 3 years. Secondly, the major part of the bill deals with providing funds and scholarships to support the domestic education of nurses. It seems the easiest solution for some is to blame foreign nurses for all problems and woes faced in US healthcare. I just hope that people will have the sense to judge the bill on its merit and not based on their personal prejudices and other unrelated issues.

I was in nursing school with foreign nurses and the majority could not understand English enough to safely care for a patient! Also the patients refused to have them care for them because they could not understand them! This only causes more work for American RN's!

I would vote no to this bill at this time. There is an amazing school in Albany New York called Excelsior and The state board of nursing in different states are not approving it related to the lack of clinical hours, but you have to be a health professional prior to enrolling. This country needs to take care of the citizens in this country prior to offering employment to immigrants. The nurses of this country need to be able to get ahead prior to offering this to other nurses in other country's

Hi, I've been an LPN for over twelve years. I've taken classes at collegeS towards my degree as a RN. It is extremely hard to try to fit in work, evening and late night classes at a college. I work full-time and have kids and a husband.
When I found out about Excelsior's curriculum, it was a dream come true to allow nurses to advance their careers without having to spend many hours in a classroom.
During my experience as a nurse, I find that LPN's have more clinical experience than some of the RN's that go to four year colleges. Nurse that are LPN's before earning their RN degree are awesome nurses.
I ask that you please allow us to advance our career and help end the nursing shortage. Please allow graduates from Excelsior the chance to earn a degree and recognize our license in the state of Georgia and other states that refuse to.

I agree with Leslie. Seems like people are just blaming it to the foreign nurses with the diff. problems they are blaming. Just pause and try and think of what you guys are posting.

What does the Excelsior program not being accepted by the diff. Boards even related to this Bill we are talking about?? Absolutely nothing.

I hear about some foreign nurses' transcripts being rejected from some countries (mostly from eastern european countries) everytime and the Board cites that it is only equivalent to a US LPN rather than a US RN and that they need to add in more hours to make-up what is lacking.

Are they making comments that they are considered full-fledged nurses on their countries so the Board should recognize that as well ?? No, they attend additional courses to make-up what the Board cites that is lacking and then submit their transcripts again for evaluation and then their trancripts gets approved rather than keep yapping about it.

After reading the comments from top to bottom, not one mentioned what the impact will it have to the public.

Many are forgetting to whom is this bill really for. This bill is not for foreign nurses per se nor is it against domestically trained nurses, this bill is for the general American public's proper health care. This is for the children, the baby boomers, the patients that will benefit from improved healthcare to result from increase supply of nurses, improving their working conditions and retaining them, etc,, that this bill brings.

Foreign nurses, US nurses, the AHA, ANA, and nursing unions will surely have their biases but did they bother to ask what the general American public what they think about this bill? Stop being selfish. This bill is not about YOU. It is about US, the American patients. Who wants to be left in the E.R. un-attended for 12-24 hours while everyone is fighting over this bill and just thinks about themselves.

I am a single mother of 4 in the state of Georgia, and for over 13 years I have been trying to get financial help so that I may become a nurse and still be able to raise my children without living on welfare! Guess what, no help! Now this bill opens the door for foreigners? I think not!! Because I could not pursue my dream of being a nurse, I have worked in a textile mill for the past 10 years and over that time, Americans have become the minority in our own country!
There are thousands out there just like me...dreaming of this wondrous profession with no help from our government. Then there are those like many of my friends, who have their LPN license, working on their RN, and can't get work!?!?!?!?!

I think you should read the one that made a comment about the foreign nurse having to pass an English exam and having to pass the US Licensure exam first and other certifications to even be considered and another one that made a comment about their transcripts being evaluated as well by the Boards just like US graduates are.

Maybe you are confused about illegals that don't bother to learn how to communicate in English at all.

There is no doubt that having this bill approved will make the lives of 60,000 PTs and nurses (and their families) a lot better. But think about the help these professionals can bring to the clients, residents, and patients in the health facilities they will be working in.

Filipino and Indian nurses have been exposed to a number of patients in their student life and professional life before seeking employment in the USA. With this experience and the welcome help from their preceptors, they can significantly help the health needs of the people (in health care facilities).

These professionals are not rivals but allies in bringing better attention to our recipients in the health care facilities.

Section 833 of the bill discusses Domestic Nursing Enhancemet which is a system for supplying grants to universities to increase their amount of faculty in order for US nursing schools to be able to accept more students. Currently we are experiencing a severe nurse faculty shortage, which is driving the nurse shortage because we cannot accept to educate more than we have capacity for. This bill is a win-win situation for a short-term increase in foreign nurse support and a long-term goal of enhancing the domestic supply of nurses. I know many from Excelsior are upset, and I agree that in a time of shortage we need to increase the quantity of American nurses, but at the same time we have to keep vigilant on the quality of education. All foreign nurses who enter the US to work are required to pass several high-caliber exams, including the CGFNS OR NCLEX exam to assess nursing competency, as well as the TOEFL exam for English competency.

No- Licensing foreign nurses should not be a priority. Granted the foreign nurses I have worked with are wonderful we have LPN's getting their RN education from programs like Excelsior (which IS highly endorsed by the NLN)and are not being able to practice in Georgia. I am trying to figure out some things about HR 5924.
First there is a huge number of RN already waiting to get a GC. Now if HR 5924 pass then will it allow all the people waiting reapply under schedule A or just new applicants only. Because if they do let them apply again then the 20,000 quota will be filled in like hours.

Our geriatric pop. is exploding often they are hard of hearing, then to boot, trying to understand broken english! Often if more than one foreign nurse is in the room they speak loudly in their language and none of us AMERICANS know what is being said, they are a disaster in a Code Blue.

Distance learning is not accredited in other states for a reason. Nursing is not something you learn from a far. You need extensive and training to become one. You cannot decide to be a nurse one day, go online and then just have your diploma after a few months. The title of the bill itself states two things:

1) EMERGENCY
2) Relief

If there is no shortage or if Americans can fill in this shortage then i don't think this bill would be drafted at all.

I don't think 20,000 visas will take a lot of Jobs away from us Americans. My knowledge is that there are thousands of job vacancies in this profession and 20,000 people would not even be enough to fill up this shortage. I did my research and i found out that these thousands of job vacancies could reach up to more than a million in the coming years.

What are we Americans really afraid of?

Excelsior College's nursing program (which is accredited by the NLNAC, by the way) is for people with prior extensive hands-on experience. It's a bridge program for people who already have thousands of hours of clinicals and patient care time, and it is not an easy program. I have coworkers who have done the bridge with Excelsior, and they are excellent, caring, and safe RN's. With that being said, I have no problem with foreign nurses who meet educational and training requirements. I've worked with foreign nurses on our floor, and most have been excellent.

I find nothing wrong with this bill.

I think it tackles the very roots of the nursing shortage, which are lack of educators because of low pay and poor working condition in the work place for current nurses.

However, people should realize that this takes time. It will probably take a good couple of years before there is enough nurses that can be persuaded to be nursing faculty and if I'm not mistaken they need to finish a Masterals first before they can qualify and start teaching. So, there is definitely a time-lag of at least a couple of years.

Mean time, the nursing shortage is current.

People keeps saying that bringing in foreign nurses even for a very limited time and on very limited numbers (as one of the things this bill strives to do)is a band-aid or stop-gap solution. Of course, it is and what's wrong with that?

Charlie, don't give up you are right. These people should return to their own country there is a GLOBAL shortage which means they are needed in their country. As you can tell their english continues to make them a hazard.
We have been experiencing nursing shortages since in the 1970's imports are not the answer. The answer can be found in this country we should pester congress for more money for nursing schools we have the ability to solve our own problems. This is a bandaid approach.

Folks, I heard from commenter "Michael" this morning with his allegation that the vote has been tampered with. He didn't have any evidence beyond a rapid change in the vote tally and his guess that there have been "many thousands" of votes.
