H.R. 923 would establish an Unsolved Crimes Section in the Civil Rights Division of the Department of Justice, and an Unsolved Civil Rights Crime Investigative Office in the Civil Rights Unit of the Federal Bureau of Investigation.

Detailed Summary

<b>(This measure has not been amended since it was passed by the House on June 20, 2007. The summary of that version is repeated here.)</b>

Emmett Till Unsolved Civil Rights Crime Act of 2007 - Directs the Attorney General to designate a Deputy Chief in the Criminal Section of the Civil Rights Division of the Department of Justice (DOJ). Makes the Deputy Chief responsible for investigating and prosecuting violations of criminal civil rights statutes in which the alleged violation occurred before January 1, 1970 and resulted in death.

(Sec. 4) Directs the Attorney General to designate a Supervisory Special Agent in the Civil Rights Unit of the Federal Bureau of Investigation (FBI) of the DOJ to investigate violations of criminal civil rights statutes that occurred before January 1, 1970 and resulted in a death.

(Sec. 5) Authorizes the Attorney General to award grants to state or local law enforcement agencies for the investigation and prosecution of such cases.

(Sec. 6) Authorizes appropriations.

(Sec. 8) Terminates the effectiveness of the above provisions at the end of FY2017.

(Sec. 9) Amends the Crime Control Act of 1990 to authorize staff of an Inspector General to assist the National Center for Missing and Exploited Children by conducting reviews of inactive case files to develop recommendations for further investigations and engaging in similar activities.

The DOJ is fully capable of handling this work without creating another level of buracracy. This bill is just another way of creating a job (Direstor) for somebody's friend...

I thought for sure the Senate would take a vote on the Till Bill, prior to, Tnanksgiving Recess. My African-American Friend suffered an aggravated assault and felonious battery on Sept 6, 2007. A lead pipe was taken to her skull and across her face, dislocating her jaw with surgery necessary to stop the bleeding. The only suspect was the white male from the community college. Then just ten days ago, Debbie was missing; I immediately knew... she was missing because of her intentions, to appeal to, funds from the Till Bill when it becomes law. Indeed, the irony of this most grevious crime is that this white male suspect is getting support from the College Adminstrators, Local Police Officers...one of the Police Officers is also African-American. Thank you so much for receiving my comment. My friend is still missing and I suspect her life is in danger. My friend has been subject to depression and weight loss since this crime was committed. Please have someone call me//508-685-9369. Know that I tried to get help for her when it first happened. Police report and ambulance report remain missing. Nov. 18, 2007...

The suspect still works at the community college and he did several acts, prior to, Sept. 6, 2005...Klan hood act and a verbal threat to kill her. Please call me @ 508-685-9369....

Detailed Summary

Emmett Till Unsolved Civil Rights Crime Act - Establishes an Unsolved Crimes Section in the Civil Rights Division of the Department of Justice (DOJ) and an Unsolved Civil Rights Crime Investigative Office in the Civil Rights Unit of the Federal Bureau of Investigation (FBI). Makes the Chief of the Section (Chief) and the Chief Investigator of the Office responsible for investigating violations of criminal civil rights statutes in which the alleged violation occurred before January 1, 1970 and resulted in death.

Requires: (1) consultation with state or local officials regarding venue when there has been a violation of a criminal civil rights statute that is also a violation of a state or local law; and (2) referral to the Criminal Section of the Civil Rights Division if the subject of the complaint has violated a criminal civil rights statute but the violation does not meet the requirements for the Unsolved Crimes Section.

I'm so glad to hear that after all these years of living in a society that condoned unjust treatment of African Americans in this country that our government is taking steps in the right direction to right some wrongs that have needed to be resolved....this Act is a long overdue. Hopefully, now those criminals who have been at large will now be prosecuted to the full extent of the law and those families who have lost loved ones may finally see justice served....
