<description>&lt;p&gt;H.R. 1475 would amend title 18, United States Code, to restore the former system of good time allowances toward service of Federal prison terms.&lt;/p&gt;

&lt;p&gt;Federal Prison Work Incentive Act of 2009 - Amends the federal criminal code to allow reductions in the prison term of a federal prisoner whose record of conduct shows that such prisoner has substantially observed all prison regulations and has not been subjected to punishment.&lt;/p&gt;

&lt;p&gt;Allows the Director of the Bureau of Prisons to grant a reduction in a prisoner's term for actual employment in an industry or camp or for exceptionally meritorious service or for performing duties of outstanding importance in connection with institutional operations.&lt;/p&gt;

&lt;p&gt;People in federal prison deserve a second chance to make positive contributions to society.&lt;/p&gt;

&lt;p&gt;Prisons need relief from overcrowding.  The Federal Bureau of Prisons is over 40% overcrowded and many facilities are operating at 100% capacity.&lt;/p&gt;

&lt;p&gt;Keeping people in prison is very expensive.  It costs tax-payers over $40,000 per year to keep each federal prisoner behind bars and the total cost to US taxpayers for federal incarceration is over 7.64 billion annually.  Allowing inmates to work towards more substantial early release would reduce the number of inmates and thus the financial burden on taxpayers.&lt;/p&gt;
